This is just yet another example of dystopia not being a warning of the future but a critique of actual present, but it’s also a warning of how bad we could be too.

As bad as that is, Night City is at least extremely walkable, located in an area of mild winter climate, and isn’t as hostile to the homeless as some places in the modern US.

Florida does this and even removes sun covers from bus stops, or benches entirely. It’s better for all of us to be uncomfortable than for a poor person to sleep.
