If you turn this picture upside down, it looks like someone whose face has been censored with a bar over their eyes. So I’d say it toggles a privacy feature.
They could be smoking a cigar instead, though. Try to see if you can spot any mafia boss behaviour after pressing it.

Well part of it is a standard power button logo, so it might have to do with that somehow.

Essentially a lightweight operating system (custom Linux distro) for basic tasks.

It’s an alternate power button that boots the laptop into a low power mode to run a light Linux distro that’s installed onto a separate storage chip.
It’s meant to allow you to do basic tasks if you don’t want to boot Windows.

That’s a button to turn the laptop on with Dell Latitude On. It was a lighter operating system that could theoretically boot faster than windows, and allow you to do basic PC stuff while conserving battery power. Some laptops that had Latitude On actually had an entire other low-power computer inside them to run it, although others just had the Latitude On OS hidden on a partition of the hard drive.
Finally watching a guy speak about fast power on operating systems for hours on end has become useful

There is some ancient text called “manual” that might have the answer to this ancient symbol.
