Takemura talked about being hunted, yet V can just go back to their apartment and keep talking to their known associates.
I took it as a mix of Yorinobu having his story revolve around his Father's loyalist bodyguard Takemura being the center piece of everything that went down, him not wanting to bring too much attention to the relic since it would bring more attention to him being the one who stole it in the first place…and him having initial data of Jackie being dead, and V zeroed.
Yori then sent Takemura to have Dex to give him the relic and zero Dex (not knowing it was in V's "Dead" body). Then he sends the exterminators to take out Takemura away from prying eyes and retrieve the Relic, thinking that shutting down his Arasaka implants would be enough to kill him while he was by himself (which it almost was, since he had no reason to anticipate V already having the relic inside their head before being shot AND Takemura choosing to work with some random merc to get away).
So when Takemura isn't killed he keeps him as the one in Arasaka's sights alone.
By this point even if Yorinobu had the intel reach him of V running around town while he's wrestling Arasaka's factions for control, plotting against militech, and plotting against the NUSA…Takemura could logically seem like the one he needs to get first.
I think the bigger problematic question is: why isn't V hunted after the botched Hanako plot? By that point even with Yorinobu's political issues, he'd want to clean up the mess and look closer at things getting so out of control. So he either wanted controlled chaos, or Hanako is pulling strings internally to keep her cards close on info about V…to me though it seems like plot pacing where after the Hanako job, the game implies u need to see her immediately (even though we always keep her waiting at Embers of course).

[spoilers] the main story timeframe is not really concrete by any margin. I think that the meeting at embers is supposed to take place only a few hours after you meet hanakos proxy, which is why you’re not really hunted down that much. The only time you step out is supposed to be to go to embers. And I also imagine that hanako has some sizeable influence. Enough to allow you to get to her mostly unharmed.
Yorinobu didn’t give a shit about the chip. Or anything Soboru cared about for that matter. He was more focused on other things and probably just never gave the order. Not like hit squads are just gonna go do their thing just because they feel like it.
Yori-boy doesn’t care about V. Some random unheard of merc killing his father? No one would believe it. Goro, his bodyguard, doing it? Absolutely believable.
V also has that face scrambler so no one can tell her features.
In the end, they have a better scapegoat and the Relic was never the point of it all.
V is no one to anyone until the mid to endgame.
Because Yorinobu didn’t care. He wanted to take down his dad and reinvent the company, so going after V would be worthless.
Because Yorinobu doesn’t want to find a killer for his father. He’s the one trying to destroy Arasaka.
My assumption is that Arasaka thinks V is dead, either from the hit squad sent after Takemura or by Takemuro himself.
Actually I think Takemura is supposed to kill V then the hit squad kill Takemura to clean up any loose ends.
They’re actually actively looking for V the entire time. There’s a guy outside of Regina’s spot talking with someone over the phone about finding someone who sounds suspiciously a lot like V, but they’ve got no leads to find you. Meanwhile I do recall getting into the occasional high speed chase against Arasaka goons after kidnapping Hanako, so they definitely ARE trying to get you, it’s just that they’re very grossly underestimating what V is capable of, which is to be expected. V is something of an extreme anomaly in Night City as evident by the numerous bodies around NC of gonks that got a little too confident in their abilities to take on the powers that be.

It almost feels like they’re trying to trap V and Goro at the parade. Hanako is bait.
I mean… Hanako’s been waiting at Embers for months at this point. They’re probably preoccupied.
V is hunted down by Arasaka, they send a few death squads while you are traveling around Night City, but that is near the endgame, so V’s late game mechanics come into play. I killed them like they were nothing. realistically they could easily just snipe or emp V to death. Takemura and Reed do it with relatively low caliber pistols.
before Hanako’s kidnapping, Arasaka doesn’t care that much about V because Saburo is dead and Yorinobu starts strongmaning his way into the leadership of the clan.
I mean I did get jumped by Arasaka while driving around city center once, and when I took a shard from one of the bodies it said I was a suspect for the kidnapping of Hanako, but that’s really all the trouble I’ve ever gone through from them.
You are chased after Hanako’s kidnapping. You can find a shard on the hit squad detailing you and Takemura.
Yorinobu dont fucken care about the Relic. As far as hes concerned, the longer the Relic is out there, the more likely its gonna fall into the hands of a rival corp. And Yorinobu’s goal is to crush Arasaka
My theory sits with the ideas that arasaka wants to see how all this plays out. V isn’t a silent or quiet person. Often, he/she is loud and trackable.
So they observe him, cameras, drones, people on the ground, news, anything. Especially with the technology the workd of cyberpunk has it wouldn’t be uncommon they are using him for data.
The other side of that is I had a theory that the blue eyes white dude was controlling arasaka from the shadows and also watching V.
Yorinobu doesn’t care about V.
Some of his detractors at arasaka might want to use V as a proof but only Takemura is desperate enough to do it
My V wears glasses. The person who klepped the relic doesn’t wear glasses.
V is hunted by arasaka. They send hit squads after you kidnap Hanako.

because its politically advantageous to have an enemy at large when you’re doing fascist shenanigans. A violent criminal mystery enemy is like a blank check to do propaganda and secure power. If there’s no more enemy, that blank check goes away. V also didn’t actually do anything meaningful to yorinobu. He doesn’t care about johnny silverhand or the chip. They were a get out of jail free card for a jail he no longer needs to escape from. There’s maybe some disadvantage if v recorded the murder but he’s already secured power at arasaka so I doubt it would matter even if such a recording got out.
He doesn’t go after V because “searching” for the mysterious and unknown culprit gives Yori more latitude to do things like increase Arasaka security presence in NC.
Basically you being unknown and on the loose is more advantageous for Yori versus some gonk dragging you in while you scream Yori is the real killer. Ultimately it would be the end of V, but Yori wants absolutely zero questions to come up regarding his father’s death and his succession.
So as long as V is at large, Yori’s subterfuge/narrative remains intact.
If you spend time in City Center after the Hanako kidnapping, Arasaka hit squads will start spawning and coming after you.

It’s pretty much an open secret in the upper ranks of arasaka that yorinobu did it, Goro is the fall guy so they don’t care about you.
As for if you go corpo start, again they don’t actually care. They burned you, shut off your implants and left you for dead. The goons wanting to zero you that jackie scares off where just looking for extra credit. That time was truly nothing personal so they don’t want to spend the extra manpower to follow up.
Arasaka falls into warring factions after the death of Saburo (Those factions existed previously, but Saburo kept them in check). Some of those factions are unaware of V’s existence, others wouldn’t want him found (because it would throw their version of how Saburo died into doubt), and any that may want to hunt him down dont have enough power to turn towards finding him.

With V already seemingly confirmed dead earlier on with what should have been both his and Takamura’s end, Arasaka isn’t likely to look into EVERY instance of someone showing up on video feeds that had that tech, since it’s clearly openly available to any ripperdoc
Hmm, I distinctly remember arasaka goons randomly attacking, I laughed at their pathetic attemps, killed them and carried on my day.
To V, after a certain point Arasaka operatives are like swatting flies.
Yorinobu actually has a lot on his plate, entire Arasaka split into three factions each supporting one key figure to lead Arasaka and he still has to contend with Hanako not figuring out their father’s death and having to come up with a plan to take her out, it’s the entire reason you meet her at embers.
The relic was never the centerpiece for yorinobu, it’s just a way for him to get back at his father. For fuck’s sake he was ready to sell a device that could make you immortal to Netwatch.
So no, instead of wasting resources for an all out man hunt for V he focused on cleaning the shit piled up in his own backyard.
The only reason he went after Takemura is because he was the only one who could endanger him taking the reins of Arasaka, the only one who could expose him for the murder of his father.

My guess is because of the fake names V and Jackie checked in as and they’re probably looking for the fake names.
I also change V’s appearance to look more Corpo prior to The Heist so V looks more “official”. Then change back immediately after regaining control over V.
Because hunting for V isn’t helpful to the cover-up of the old man’s death.
Your face is blurred out in cameras and I don’t think anyone who gets a good look at your face lives to tell the tale so nobody knows you were involved at that point
There actually is! Randomly when near the Arasaka stuff in City Center, you’ll be attacked by ‘Saka goons with a shard that boils down to a bounty on V’s head for the kidnapping of Hanako
V dies, and people generally don’t come back from that. What corp would spend time hunting someone whose body is dumped in a landfill.
Now, excluding the special eyes Victor gives us that should Hide V face through cameras…
Takemura KNOWS who we are and wants our help, he was investigating privately if I recall correctly, everyone else in Arasaka was under Yorinobu and he simply didn’t give any orders to look harder into his father killers (because obviously he knew he was the only culprit), sure he could’ve pretended to care more and try harder but he only wanted to sell the relic to give his father troubles, generally speaking his attitude is what made it all possible in the first place…
In short, after the Konpeki plaza, no one was officially alive, aside from V and Dex, V was faceless and assumed dead since no one was found in the No-tell motel, Takemura shot Dex (otherwise he would’ve easily escaped and V would’ve died) and that’s pretty much it, no one had any leads to how many people did the thing and where they all went

Yorinobu doesn’t actually want V or the biochip. Only thing they could bring him a bunch of questions he doesn’t want to answer and time/energy/resources the other factions waste is resources not spent subverting Yorinobu’s schemes.
