It’s because the game thinks you’re still in the water so it defaults to the pistol. You can see how you have weapons in your inventory and can take them. Try going in the water or anywhere that forces your character to take a pistol and push your switch weapons key, then get out. It always worked for me. It can even be used to solve the infinite armour plates bug.
