UPDATE: Fixed.

I’m not sure which of these changes did the trick, but the stuttering is now almost completely gone (and I’m extremely sensitive to it):

  1. Fresh Windows install, no tweaks, no “optimization,” no disabled services. (I've been known to tinker, but perhaps I touched something I shouldn't have).
  2. Adjusted Global Max FPS limit to exactly 60 FPS. Not "58", not "59", but exactly 60.
  3. Adjusted Global V-Sync to Adaptive. (Not “On,” not “Fast.”)
  4. Disabled In-Game Frame Limit.
  5. Disabled In-Game V-Sync.
  6. Disabled In-Game Reflex.
  7. Disabled In-Game Frame Generation.
  8. Enabled Motherboard C-States. Mine was set to "Auto", so I set it to "Enabled.
  9. Enabled XMP for my RAM.
  10. Changed Windows Power Profile to "Balanced" (yes…weird?)

Every single other setting is fully maxed out including Path Tracing at 4K, using DLSS Quality (which yes I know is not true 4K, that's fine). And as a cherry on top, I'm now able to additionally load up the following mod collections:

  1. Welcome to Night City 2.3
  2. High-Res Graphics Pack – MAXIMUM

Without a single hitch. Game is absolutely gorgeous, smooth as hell, and I'm quite happy. I'm sure I'll enjoy it even more when I eventually upgrade to a High Refresh Rate display, but for now, my aging 4k60Hz Vizio will continue chugging along.

If you've got a 9800X3D/RTX5090 combo and you've got micro-stutters in Cyberpunk 2077, I hope you find this from Google and I hope it helps.

Built what should be an overkill system for 4K60 gaming, but Cyberpunk's giving me issues I can't diagnose. I was hoping the overclocking community might be able to help.

Specs:

  • MSI MAG X870 TOMAHAWK
  • 9800X3D (AIO Cooled)
  • RTX 5090
  • 96GB DDR5 6400MT/s Kingston FURY RGB
  • 4TB Crucial T705 PCIe Gen5
  • 1000W 80 Plus Gold PSU
  • Display: Vizio PQ65-F1 4K60Hz TV, no GSYNC/FreeSync (yes, I know…but all the money went towards the rig, TV upgrade is not in the cards right now)

The Problem: Camera panning in Cyberpunk produces consistent micro-stutters with V-Sync on. With V-Sync off, severe tearing. The game ignores NVIDIA Control Panel frame limits (tried both global and game-specific). Borderless windowed doesn't fix the tearing either.

Other demanding games run perfectly. Starfield cranked to max with DLSS set to DLAA (and no framegen) runs butter smooth at locked 60, without a single stutter.

What I've Tried:

  • Every combination of V-Sync settings (in-game, NVCP, disabled)
  • Frame limiters (NVCP and In-Game)
  • Borderless vs Fullscreen
  • DDU and fresh driver install
  • Fresh Windows Install
  • Disabling HPET (this was a long-shot, I did not expect it to work)

I've been reading about PBO and SMT settings but honestly don't understand enough about X3D tuning to know if that's even the right direction. The fact that only Cyberpunk has this issue makes me think it's something specific to how the game interacts with my CPU configuration.

Has anyone seen similar behavior where Cyberpunk specifically ignores NVCP settings? Or micro-stuttering that only affects camera movement on X3D chips?

I built this thing to not have to think about performance. Now I'm thinking about nothing else.

    Start with installing newest BIOS in UEFI. Reset everything to defaults and enable only EXPO (if you’re kit has an EXPO profile).
    Don’t mess around with OCing. You seem to be a rookie for now, plus that will add another confounding factor.
    Next check temperatures (cpu, gpu, nvme)
    Have HWInfo64 running in the background logging min, max and current.
    Post a screenshot of that after a CP2077 session.
    Have AMD chipset driver installed. Get it from amd.com
    Newest Nvidia driver, set it up correctly with you’re refresh rate and settings.

    Honestly speaking, with a TV that’s a TV, and no form of any adaptive sync, and 60hz, you’d expect less than an ideal game smoothness.

    With such a system of yours, you’d NEED at least a 240hz 1440p monitor (or better). 4k OLED modern TV with at least 144hz with adaptive sync is also another option.

    Remember regular TV have awful amount of input lag and not optimized for serious machines like the one you have.

    Did you try using the frame limiter inside cyberpunk or afterburner to limit FPS?

    Are you using mods? Confirm the behavior happens with all mods off, before anything else. Might still be some way to fix it so you can play with a mod(s) causing it, and narrowing down the specific mod may not be easy, but just helps you narrow down the issue – if it happens without any mods you know you don’t need to worry about them at all, and rules out attempting fix suggestions from people who had a mod causing their stutters.

    I certainly wouldn’t have played the game (just finally did recently) without a ton of mods, and I’m picky about wanting a near vanilla experience.

    I had weird stuttering at one point when I played it recently, but I fixed it relatively easily, and unfortunately cannot remember what it was.

    But Cyberpunk is also notoriously buggy with its graphics setting menus – might need to pick settings, restart the game, and verify those settings are still in place, stuff like that. I hadn’t gotten my 9800x3d/5090 yet for CP, played it with 7800/4090, but found frame generation to be super buggy and caused crashes and issues. Some of that may have been the recent Nvidia driver issues – I was also having tons of black screens then. Also had regular crashes where an error in event viewer claimed the game was trying to use upwards of 120+ GB of virtual memory. Those mostly got resolved by setting a 32gb page file, which is dumb when that would still only give me 64gb in memory+paging, but I digress.

    Point being, Cyberpunk can be very buggy and finicky, especially with mods, so youve got to take the proper troubleshooting steps of turning things off while testing if you still see the issue, to narrow it down.

    I don´t have a super high-end system like yours (currently running a RX 7900 XT + Ryzen 7 5700X) but after the latest patch 2.3 I´m experiencing constant micro stuttering very noticiable when moving the camera around and since I´ve played it frequently before the patch and it always worked smooth and flawlessly maybe this could be related to your issues aswell.

    I´ve seen some complaints regarding poor frametimes and stutters introduced after the latest patch from other people aswell.

    Are you using MSI afterburner overlay to monitor everything? I’ve heard there’s a bug with AMD cpu’s where monitoring gpu power causes micro-stuttering in games. Not sure if it’s been fixed or not yet. A Youtuber named DannyzReviews had the same problem and made a video on it. It’s worth a try I think

    yea maybe test on a few different displays, not 100% maxed out but modded pt/rt 4k on my OLeD C2 runs great and I end up avoiding using G-Sync despite it being available

    you might have curve optimized a little too close to the sun, perhaps.

    partial intermittent CPU loads show instability while stress tests are all fine

    You need minimum 1200 watt power supply for a system like that. If you don’t want to upgrade try undervoltting the gpu

    Have you tried disabling c states in bios, my games have better frame pacing with it OFF/Disabled.
