Valentinos probably. And I mean that as they feel like a gang but I’m not upset about their existence and they can be mostly measured on an individual level of good or bad.
Moxes feel like a small club, not really a gang. They protect their own and don’t seem to protect those who they probably started off as before joining.
Aldecaldoes feels like a clan or small club also more than a gang. And I mean that in a good way. Way more familial than just caring about being apart of something. Things are done for the members, not straight wealth.
Everyone else, while cool, is on a scale of how fast I shoot. Animals and 6th street, eh. They probably just lap dogs for NUSA. Idk why I view them less than the valentinoes, maybe cause Jackie was a Valentino. Tiger claws are worse, mostly shoot on site. Malestrum, more so. Then there are the Scavs, just kill no matter what. Drop everything like a dog seeing a squirrel.

The Mox are neat, though. I appreciate that the few connected missions involve getting revenge for their own, rather than some of the outright heinous shit others go for.

I’ve got to say how much I love the design of the Maelstrom members though, they’re all so incredibly gruesome looking. Imagine seeing someone like that in real life, who chose to do that to themselves and did it without any kind of pain medication. Some of them removed their jaws, Royce looked like he had part of his skull and brain removed to make room for his eye implant. V is a one person army, but to an average person Maelstrom would be terrifying. CDPR really knocked the art direction out of the park with this game.

I like the Voodoo Boys the most as a gang. Not based on what they do to V/Evelyn. I think it’s cool they’re trying to reach the AIs beyond the Blackwall, like how those who practice Voodoo talk with spirits. I like how insular they are, trusting only themselves and never letting outsiders in. They’re well developed and interesting!
