This is the Unknown’s Trenchcoat — originally from PUBG Mobile in 2018. It was never sold, never returned, and disappeared during the ban/migration.
I got it back months later through an in-game mail, and I’ve never seen another real player wearing it in BGMI.

I played 5 rounds in Rondo last night and just about everyone I saw was in this outfit. I was convinced they were all bots because they were awful. Glad to know I was correct lol
I will always wear it if I find it on any bot, wish I could have gotten in early days.
