Someone of ur team/you knocked him and didnt revived him and so he can Block the team/you from looting him.
Someone on your team killed him, and he reported whoever did it
Someone on your team killed him. Either on purpose or by accident. That gives them the option to block you from looting the crate.

Yeah this popup only appears when someone on your team is an a-hole.
Meanwhile on mainline, you could still kill your teammates and then loot freely, both accidentally and intentionally
You or your teammate knocked him by grenade or molotov. And didnt revive him. He can decide if your team can take his loot. And he can make the guy who knocked him unable to move.
