the last character i remember saying this sentence is Woods’ operator in Cold War when you seal off the Forsaken cuz i binged the hell out of that game and map.
could it be the same thing or do i need to touch grass?

It’s definitely not a nod to woods. While the presence of Operators in Cold War is canon, they were just random soldiers, Woods isn’t there and has no part in the Zombied story. (although for some reason Soap IS canon to the story in MWZ… god I hope that shit gets retconned)
Usually, “Bye Bye” is Sam’s line, and the phrase is directly associated with her. Hell, this is directly acknowledged by Edward in a Grief voiceline, saying “Bye bye! Wait, that’s not my line.” Or something similar.
So the presence of “Bye Bye!” in Zombies usually seems to indicate Sam being relevant, especially since alot of the voicelines between Panos and the voice in his head indicate it might be Sam. The main thing against this theory is that Panos uses he/him when referring to his “Shadow benefactor” in the Shattered Veil intel of the same name. Although, it’s entirely possible that Sam could be disguised, just like the Forsaken did to manipulate Valentina. Basically, “Bye bye” alongside certain voicelines heavily indicate it’s Sam, with a flaw in that idea that _could_ be explained away.
Alternatively, Panos is just quoting himself. He does say this earlier in the map when explaining the plan. I cant remember the exact details before it, but he’s explaining the plan and then says _and then, it’s “bye bye, dark aether.”_ So he’s probably just referring to this earlier quote.
Earlier in the EE, he says “Bye bye Dark Aether” when talking about us sealing off the DA and stopping the outbreak. He quotes himself at the end because it’s supposed to reveal that he was actually just talking about himself leaving the DA and that he tricked us
