What am I doing wrong?

I want to set VCORE SOC to 1.150 V, because according to information from HWINFO sensors VDDCR_SOC value sometimes goes up to 1.277 V (usually it is 1.145 V).
Here are 2 questions:
1) Why does it go higher than the value I set? (It is supposed to be overwritten in the AMD Overclocking section, but I don't see a parameter with a similar name there).
2) Is it normal that VDDCR_VDD sometimes exceeds 1.3 V? ( Normally it is 0.995 V).
