No it’s not coded into the game it’s a complete random bug.
You just parked where a crime scene spawns.
Btw everything that happens in game is in fact “coded into the game”
I think there’s just places that crime scenes can randomly spawn in, and you got lucky. They pop up and disappear all over the map. The only times they’re really related to player action is when you clear an NCPD hustle; sometimes when you leave and come back, the police will be there and the scene will be roped off.
Actually nearly every time I take down a NCPD event and go by later the cops will be investigating it. So yes it may very well be coded in to give the world a bit more life.
