They changed neural matrix design and just probably didn’t bother changing the poster. There was rumored additional ending that would’ve been way different from the one we got with the tower.
I’d imagine this is supposed to be the Relic, with her metaphorically holding V’s fate in her hands. I know, the Relic canonically is depicted as glowing red, but perhaps they took the liberty to color the shard’s LEDs cyan for this shot to create a complementary contrast with the red background.
Could also just be a random shard which is present to help communicate that So Mi is a hacker efficiently. I mean, it’s marketing material after all.
I wouldn’t entirely exclude though that it’s the contents of the vial she gets from the neural matrix either, or just an earlier rendition of the design.
