He wants to use her dark aether capabilities while maintaining full control of maxis, obviously it didn’t work the way he intended.
S.A.M is being powered by the Forsaken, so she uses him as a source of her powers. Like scareisfadotexe said, he couldn’t control Samantha, so an AI based on her was the next best thing. The issue is that S.A.M is essentially a copy of the OG and still has memories of being a human, despite never being one. She says as much in one of the Shattered Veil audio logs. She’s pretty much no different from a brain in the jar, she remembers having a body, but she never had one to begin with. I honestly feel bad for her.
