I have 2 star Anukhra X suit and 1190 underground token. I also have 1st anniversary ump skin (It has fancy killer message and fancy crate). So help me deciding which one is wiser getting Anukhra Ump for 500 token and buying 69 star pieces or getting 119 star pieces?

Do you plan on upgrading the ump at all? If not collect the stones and upgrade X suit as you go.
For most player a lv4 X suit with kill message is pretty darn good.
Everting you do have that kill message.
