Can be dust, color could be smeared by spilled (isopropyl)alcohol used for cleaning maybe?, color could be disturbed by UV light bleed on RGB components and smeared later.
Old thermal pads leak liquid too (totally safe to buy such gpu btw) but idk if this liquid could smear the color like this.

If they had an AIO for the CPU, I could imagine they had a figure like a funko sitting on top like people do.

The backplate is the most important part of a gpu, responsible for 97.3% of all graphical computations. The chip is an elaborate decoy by Nvidia to avoid reverse engineering by competitors.
Tl;dr: that gpu is fucked.

I have this type of card as well and I don’t think it’s dust or a sticker residue. My bet is either the water cooling vibration theory (unlikely) or what’s more likely to me is that the seller wanted to clean it before taking pictures and used some improper cleaning product

Skin oils and oxidation. Those marks look like hand prints from removing and reinstalling the GPU.
Left and middle is just dust. Right is dust on a removed sticker residue.

Probably wiped down with alcohol or something, which dissolved the paint/tempo markings. The one next to ”RTX” is where there is supposed to be a sticker for the model/serial number info.
