I say of the three choices, Muamar is the one I’d give you. At least he’s a well established fixer in Santo Domingo, could be an interesting storyline.
I’d kinda like if you could romance Sandra Dorsett. I reckon she’d be a good partner for a female V to hook up with, and she could send you on missions to do with the stuff she was researching that got her into trouble. I think she’d probably stay at home but if you’re a more Body/Reflexes/Cool based V she could help with hacks & taking over gun turrets & cameras for you from her home cyberchair.

Yorinobu. I’m generally interested in any interaction with him but it would be super cool to have his storyline with a possible romance. Who knows, we could help each other and change the world for the better. But that would be a good ending, and we can’t have that.
Delamain. A potential storyline with him could explore the concepts of soul, personality, what is a living being, etc. We could touch on the unreliability of Johnny’s memories and wonder if an iskin can love, if an AI can love. Maybe being transferred to the digital world via an engram isn’t such a terrible fate and V would seek it herself in order to achieve a new level of intimacy with Delamain.

Not necessarily romance, but I wish we got a chance to get to know some gangers better. Like, surely theres someone in 6th Street who’s genuinely just doing it to protect the neighborhood. “No Coincidences” did a decent job of humanizing Dum-Dum, for example.
Blue Moon, Melissa Rory, Rhino, for fairness of having guys as options I’ll say tiny mike annnnnd yeah Goro is kinda the only man that fits that I recall and only by stretching it a little. Maybe one of the maelstrom guys? I dunno.
They can’t have a gameplay oriented designation, so el capitan is out as cool as he is as a person, and also rules out Regina and Hands. Johnny is an engram in your head and effectively “killing” him is the plot, and for similar reasons So Mi and Reed are also eliminated. Goro puts his toes in here as well, but it’s completely possible to ignore most of his stuff until the parade, in which you can let him die, where someone else takes on his role afterwards. If this wasn’t the case, he’d definitely be eliminated here as well. Rhino is gone as well due to her designated role as a fighter in that questline, but I’m ignoring that cause I like her a lot. Melissa almost fits here, but her fight is completely optional and generally a bad idea, with the game subtly pushing you away from confrontation. The peralez couple would be interesting as a poly thing and the dynamic of “who are we” is certainly interesting, but they’re too important to the background world, and they’re also the ones who introduce you to river, so a bit too much crossover with another lover character. Sellers are also removed here.
Next is they shouldn’t double up with a role of another lover character. I’m not saying it can’t be another police officer, rocker, hacker, or nomad, but that their designed stories and characters can’t match up too close. This is why I chose Blue Moon instead of the whole band, as iirc red is way too close to doubling up on Kerry in their characters. This is also where I personally can’t pick Sandra Dorsett, as much as she’d be awesome, because she overlaps surprisingly well with Judy despite the major differences in their interactions.

Aurore could be something like a one-night stand, maybe a way to get more info out of her. But nothing that could last for sure, she’s not the type to get attached I think. Also Alex, shame she wasn’t romancable. I also feel like sandra was supposed to be an option for v, because her quest feels so… empty. Just go somewhere, get something a give it to her. I guess it would be ok for a gig, but this was considered a normal job, so I expected something more meaningful.
