Motherboard is TUF GAMING
B650E-PLUS WIFI. It recognizes in the info that it is 6400MHz but the status indicates 4800MHz. I don't have the option for XMP but only DCOP.
I've tried DCOP 2 but didn't get past POST. I also tried using A1 and B1 but again wouldn't get past POST.

You are at 6400
because amd cpus dont gurantee 6400mhz even if the ram itself is expo or xmp. The Cpu silicon lottery is a factor. There are certain parts in the cpu that could or couldnt accept those speeds.
Doesn’t dram status only show jdec spec (meaning minimum)?
Just ran windows, check task manager.
Edit: nvm, I basically can’t read it seems.
What does windows/Cpu-z/etc say? Remeber that 6400 isn’t guaranteed to work, my 7800x3d needs tons of tweaks to make 6400 stable but it isn’t really worth it, so i decided to tweak 6200 the best i could and call it a day.
Also XMP=DOCP but for asus, just a different name to do basically the same thing, MSI for example calls it A-XMP IIRC.
If it doesn’t post it’s not stable
Try the preset for 6200 under DRAM Settings
Your board is definitely A2 B2 for slots, 6400 is really pushing it for a 7000 series chip, I had a hard time with 6000, not sure if ram and bios has gotten better for them tho, check the QVL list for your board and see if it’s on it, that will help your chances atleast, it will come down to CPU IMC at that point.
bro, in two places it says you’re already AT 6400
