The NCPD and MaxTac like to hang out at Tom’s Diner which is fairly close by Vik’s place. You must have aggro’d one of the MaxTac people.

I think it’s a bug that only triggers when you leave out the bag gate instead of through Misty’s. It’s happened to me a couple of times, I usually either go back to Vik’s or get in a car chase

Have you ever thrown a grenade in Tom’s before? This is my theory, because I’ve definitely massacred plenty of cops in there before and gotten to 5stars, but it could also just be an endgame thing that happens when you get close to your apartment. I’ve had this happen just driving by the area.
I mean, they ARE high functioning cyberpsychos. They just needed to let loose a little aggression. :)))

I have this exact problem! I clipped an NCPD car while doing the Bozo mission. Instant MaxTac and they just seem to spawn in everytime I go near there outside of main missions and I can’t seem to deaggro them. Basically rendered that area a No Go.
