The cyberpsychosis quickhack is named that because it emulates cyberpsychosis, not because it actually induces it.
But, that said, most citizens in night city have a neuroport, which means that hacking that, would allow you to basically fuck with their nervous system directly (which is why suicide works even if they don’t have cyberarms and shit). So, I’d assume that a sufficiently skilled netrunner could indeed properly induce a full blown, proper mental illness
But, I don’t think it would be a result of a quickhack. A hack that intricate would probably require a netrunner’s Virus ability, and a more significant amount of time. We don’t actually really get to see the Virus ability in use in 2077 (except from being on the receiving end of one), but it’s probably what would be required to do such a thing to someone’s neuroport

Yes. Obviously. Even in game, I can make someone become so depressed they decide to off themselves right then and there. Sometimes a shred of the ganic side will try and fight back, and they’ll struggle a little, but they always pull the trigger.

When a person goes to sleep give them a play back of someone else for eight hours. Then begin randomly shutting them down showing them the view of a cyber psycho who killed their family. Then let them go back to reality only to jerk them to the cyberpsychos life. See how long it takes to make their self to break. Bonus if we get the brain remapping tech to alter past memories .
Or threaten someone to either follow your demands or your going to take something from them. Tell them to look at the photo in their back pocket. They look and see their self and their wife in the photo holding someone’s child. What your going to take my wife. We have already taken your son who died when they were 7. Child?
