Ive tried reseating both the gpu and cpu as well as my pcie extension cable(it is 16x 4.0 compatible). Also possibly relevant is that my motherboard(aorus b650i ultra) will not upgrade is bois no matter what i do. Its permanently locked on the F2 version of the bois it came with.

just reinstall your intel ssd from slot M2B to slot M2C

Do you have any M.2 NVMe? IT’ll split the lanes if so but regarding the x1 speed thats not normal, did you try setting a manual config? did you look for gen switch (thats how some motherboards call it too)
