More than likely, your PSU did the frying, not the GPU. I’m guessing a cheap PSU. What’s the make and model of the PSU?

1st thing i learned in my career is not to use cheap/unbranded PSU.
2nd thing no matter how confident you are always physically remove the data drive while re-installing the OS.

For everyone commenting about the PSU, it’s a cooler master mwe 750v2, 80+ gold rated. The reason I’m saying that it was the GPU and not the PSU was because the 3070 needs 2 6+2 connectors and the 6650 only needs one, and when I replaced my PSU earlier in the year the person at the store mixed and matched all the cables (this was at a tech store btw), and I thought I separated them but I must have missed one.

The cables did it. You can’t use cables from one PSU with another, also, use single ended individual cables for each slot, never daisy chain.

Yeeeah it’s basically impossible for a gpu to damage a power supply, it either was the other way around or the PSU had 0 over current protection, which isn’t likely even with a shit one.
So it’s probably a dodgy psu

Remember folks. Always use the included cables of the PSU or be really sure that the cables you are using have the same pinout and are 100% compatible.
When in doubt check the information online or probe pins with a multimeter if you know what you are doing.
Never mix and match cables with different PSUs, sometimes even within the same brand. For instance Corsair used to make their PSUs at Seasonic eventually they changed production to CWT and their pinout is now different from the old days.

blud can afford nice gpu but forgot to invest on decent psu , and blame the gpu when something gone wrong. another classic take.
man idk what the logic for some guy behind these problem even some my own friend got pretty high end gpu and cheap psu. and when something gone wrong they just live with the problem instead replacing the psu. and they rather spend the money on some shitty ass gacha game then fixing their pc.

OP mentioned in a comment that he uses PSU cables that didn’t come with the PSU, so that is 100% the issue. Not the GPU. You will keep frying parts regularly unless you switch to correct PSU cables, it isn’t the GPUs fault

rule of thumb: Always invest a very good PSU if you ever buy high end gpu.
No it was a GPU cable that I only attach he’d because I got the 3070 yesterday, I used the right one with my 6650 thankfully
