For the most part they’re just a side faction. The most important thing they did was help Richtofen build the lab under Alcatraz. There’s a few theories around speculating they’re a human branch of the Order of the Keepers, but that’s just speculation.
They’re implied to be powerful. Primis Richtofen, for example, needed them to pull strings within Broken Arrow, to siphon their drill to power the lab in Alcatraz.
Outside of helping Richtofen, they don’t really do anything noteworthy.
Much like the Vril-ya, it seems like the illuminati were an abandoned idea for the story. The early days of Zombies were all about experimentation, throwing out different ideas and seeing what works, with the Vril-Ya and illuminati being left behind, presumably because they decided it didn’t fit well into the storyline we got.
