I have PBO offset set to 200 and eclk set to 106MHz. My understanding is that should bring my max boost up to 5724MHz, yet the effective clock never goes over 5300MHz and averages 4770MHz.

I have the power and thermal limits set to max in the BIOS, and using curve shaper I have +20 on high and max frequency, -15 on low and medium frequency.

The CPU temperature never goes over 72C.

Any ideas why the score is so low? It's only using like 110 watts even though this same setup will pull 150 on cinebench. I thought these things were supposed to boost as high as they can go up to like 95C.

The score is slightly higher when ran in fullscreen, without HWinfo going, but still is like 7850-7900.

Even doing a static OC at 5575MHz the effective clocks sits under 4800MHz in the benchmark

You must have set up something wrong in your bios.
