Not sure if it’s a bug but at certain times the game disables all fast travel so you will be driving a lot especially if you’re doing missions outside of the new area to kill time for things to move forward. It’s good you have some choices to make so have fun.

I just finished the story yesterday and I wish I could play it again for the first time. The story and missions blow the base game out of the water.

I wish I could play PL for the first time again. Easily one of the best dlcs I’ve ever played.

Make sure you jump into the main story right away, or you’ll lock yourself out of it. Once things are rolling, you can mess around with side missions and gigs.
