To be specific I can’t POST when lowering tRCDWR/RD & tRP to 18. Any advice?

What IC is it, cause unless it’s Samsung B-die or really good bins of Micron/Hynix(even then 18 is probably the limit)
3600 CL 16 18 is not achievable
You could try increasing the voltage, 1.5V is perfectly safe for ddr4

I guess it depends on the ic and the bin. Unless you have b die, they won’t scale with voltage. My H8C could do 3800 16-18-18-18-21 but it was an excellent bin

RCD Read is a problem. RCD Write should be able to go lower.

RCD read is the difficult one – usually ends up higher than CL; RCDWR can go way lower, but there’s no real performance benefits.
Increase voltage to 1.40 V, then 1.45 V, if that doesn’t work.
