The board in question is the Asus Prime Z690-P D4 on the latest BIOS.
The V/F table doesn't show any actual voltage values,
Also notice for point 9 & 10, it is using the same default max turbo clock 5.1Ghz.
Point 11 is my attempt to overclock it.
could this be the issue why it never clock higher than 5.1Ghz (effective clock during Cinebench)?

If you have power limits enabled, it’s probably just clocking down shortly after the test starts.
As for why it’s not showing voltages, normally it shows **Clock / VID / Offset** and yours is entirely missing a slash and VID as if they intentionally removed it. I’m sure it’s a bug though.
