Yeah, I wish they would fix this. Now that Virtuos is done with Oblivion,this should be their most pressing matter to fix. I should be able to have dialogue with Panam and for her to sleep next to me in the tent, at least.

She might be suspended due to a quest. The romance hangout quest (I Really Want To Stay At Your House or whatever it’s called) will cause your love interest to stand there unmoving and without the ability to speak to you, until you’ve had the hangout.
It’s super weird with Judy, because the shutter on her window closes, and she just stares blankly at it while she’s suspended. Can’t talk to her or anything.
