I think I found the meaning behind the Revelations "Venus" cipher! It turns out it's a reference to George A. Romero’s Night of the Living Dead from 1968. Here’s the cipher:
October NSA report T they found the source on Venus beginning extraction
The Night of the Living Dead Wikipedia entry states that in-universe scientists theorize the reanimations were caused by radiation from an exploding space probe returning from Venus [1]. And not only did the movie release on October 1st, but the common theory about when the movie is set is autumn, likely October.
So I think Treyarch was just making a reference to George Romero and Night of the Living Dead, the "original" zombie movie, suggesting that the zombies in COD also come from Venus!

Yea could be a reference to maybe where they were going before the whole Apothicons and Keepers thing was introduced by Blundell.
There’s no meaning to it. It just how Blundell writes stuff. It’s a bunch of meaningless things unless he decides to use them later.
