If Valve adds team charms for the upcoming major, should they only do it for major playoff teams or maybe just major winners?

Because if we get charms for all teams making to the major, and there’s 2 majors each year, we’re going to be inundated by insane amount of charms, reducing its value. I think charms should be more rare, and valuable than stickers.
All finals teams would be nice- Final 8 teams maybe.
Should be only for the team that won the Major as part of their Champions sticker capsule.
