Which TDP should I go for max performance?

I’m confused there are 3 level of TDP with different ratio, PL1 W number, and TAR

Which one unlocks the most power for best performance?

    PL1 is the power limit during boost, PL2 is the power limit after the boost window is over. So if you set PL1 and PL2 to the same value your CPU will boost forever and hold there until it thermal throttles. Turbo Activation ratio limits the boost ratio when a certain number of cores are active. I typically do not use it.
