It’s pretty hard to accurately rank all these perks, because the question is heavily game and loadout-based – not using Speed in BO1 is just dumb, but you don’t really need it in BO3 with some Fast Mags guns. And even the glorious Double Tap 2 is completely worthless when you’re using a Ray Gun Mk. II and Paralyzer.
Preference is a big part of things too – I personally can’t stand Widow’s Wine, because it’s always detonating when I don’t want it to, ending rounds before I finish steps (which Winter’s Wail doesn’t do, that alone makes that better)! And then on the flipside, because I play IW and BO4 on console, I’m a complete Dewdrops addict – look at me, landing every single headshot! My ammo efficiency is nearly doubled!

It’s too heavily reliant on which version of the perk we’re talking about, WaW, BO1, BO2, BO3, BO4, Cold War, BO6, you could practically have a tier list for each game with how much the perks vary.
For BO6, I’d say Jugg, Stam, and Speed Cola are all S tier, Deadshot and Quick Revive are A tier, PhD, Vulture Aid, and Melee Macchiato are all B tier, Elemental Pop is C tier, and Death Perception is D tier.
Double Tap is excluded because I have not played in the newest update, so I would need someone else to rank it.

This is really difficult to read and understand. Like why are some perks from BO4 separate from the none BO4 ones but others are not? Are you counting the Cold War/BO6 perks at the same time as the past games? Because those should probably get different ranks

Electric Cherry is at minimum a B tier perk, that perk is probably one of the most clutch perks in helping you vet out of tight situations , its saved my ass so many times on mob of the dead, its not the best, but definitely still a useful perk

Eh on bo6 quick revive could be A tier with death wish, its almost like 2 extra quick revives but not quite. I took several years off between ps3 and cold war so idk if other games have that and that that would effect it’s placement lol
