I personally guess, that would be main mission with Takemura before dashi float parade. Kujira could be docked to "Arasaka Waterfront" which was also cut content, even the cartoon Kujira that appears in the game is close to this location.
The reason we'll need to investigate this thing is because Saburo came to Night City on that ship, so there might be important data there for Takemura and something about a relic for V.
What you think?

There is no evidence it was ever supposed to have a larger role.
I don’t know if you ever played saints row 3 but I’d imagine it had the same role.
Big cool carrier that for whatever reason we either take over or destroy probably destroy.
Maybe just an escalation of the plot
It was supposed to be foreshadowing for Saburo’s unexpected appearance. If you steal and decrypt Saburo’s data pad during The Heist, he talks about being aboard The Kujira because he is secretly following Yorinobu and uses Hanako and the upcoming parade as a cover.
Saburo “The Emperor” Arasaka could inspire mass fear and hatred by it being known he is in a place. He kept it this way probably to surprise Yorinobu mainly but Saburo was very aware of the power of his influence so he chose to stay in the shadows of The Kujira.
Never but I presume that is a scrapped idea or some cut content 🤷♀️ idk if it plays a role in The Devil ending tho
the number of times I heard about “KU-JIRAA” while starting my game I was sure this was gonna be a mission
It may have changed now, its actually out in the harbor, but only on the medium LOD layer. Its not there on the far layer so you can’t see it. I’m assuming they removed it on purpose for some reason. Don’t know why though, its an important story element that Hanako and Saburo rolled up in a MFing aircraft carrier.
