Anti seamine defenses. During the corpo wars they essentially covered the oceans in country sized, self guided mine fields, making travel by ship almost impossible. In the news you can hear a story about a big Arasaka warship arriving in NC. Considering the situation on the seas that’s kinda a big deal because there are not a lot of ships capable to do that.

They provide defense against the autonomous, self-replicating mines that patrol the ocean. These mines were originally created by Arasaka during the Fourth Corporate War to destroy enemy vessels, but since there was a non-zero possibility that a friendly ship might also have enemies on board, the AI controlling the mines decided the best course of action was to destroy *all* ships just to be sure.

I’m not sure these towers are ever specifically mentioned in the lore, but the main theories I’ve heard are some sorta tidal barrier to protect the city from sea surges, some sort of tidal power plant, border control towers or defenses against automated ai controlled anti ship mines that were released during the corporate wars and make sea travel rather difficult (although not impossible, since there are clearly docks and ships in night city so ships must have various ways of avaoiding or defending against them.) or a combo of all of these things.

I’d like to believe they are gigantic underwater ‘dam’ (or rather, wall and gate) to bar off the sea mines that Arasaka fucked up during latest Corpo War.

Johnny Silverhand was killed in one of these buildings. In a flashback to his first and last meeting with Saburo Arasaka, Saburo watched a nuclear explosion from the window of one of these buildings. This is my guess based on the view from the window.
