You also can’t pop the hood and pull a spark plug. And you can’t make a tunnel into a cliff face. And you can’t chop down trees and build your own blind. You can’t harvest any plants to smoke in order to deal with your ptsd. But at least it’s not a 4000Tb download.

Some things are made unrealistic so that you have a better gameplay experience overall. It would certainly be annoying if a single bullet to the tire is all it took to disable a car, just like in real life. This would make all cars near useless in the game, since they would be so easy to disable.
Secondary reason is: People don’t care enough about minor details like this in a mobile game.
