Steam looks to be already implementing a workaround, they’re specifically letting you know when you purchase that it is only a license to the software.
Which is better than consumers not knowing they aren’t “buying” a game.

They would have to make the case that you didn’t buy the game and it’s not yours so you shouldn’t expect it to just work.
