These weren’t aimed at gamers.
Volta was aimed squarely at AI research, the first generation tensor cores went in there for that. There was a “TITAN V CEO Edition” which Huang handed to some AI researchers in person, but Nvidia apparently didn’t have any TITAN V PCBs left, so had to use Quadro GV100s with a TITAN shell on them instead!
Legend has it that Jen-Tsun Huang demanded Nvidia either find a gaming use for the tensor cores or they were out. The partnership with Tesla was looking shaky and nobody else needed them, while machine vision was a pretty small market, and a competitive one with Google’s TPU wiping the floor with everyone.
So Nvidia engineers worked out how to do a convolutional neural-network denoising algorithm, which formed the core of RTX and DLSS.

I’m still baffled why they don’t market the 4090 as a Titan. It would justify the price, size, power consumption. Then the 4080 could be called the 4090 @ $1200 and the crazy prices wouldn’t look so bad.
