I’m 99% certain that it’s just reporting compatibility with that refresh rate because it’s capable of ingesting arbitrary analog signals and crunching them down. It might do 75hz, *maybe,* but even that is highly unlikely.
Pretty sure whatever cable you have connected to that doesn’t support it. Windows may not recognize anything from this monitor and offers you every setting
I owned the same or similar model monitor years ago. Was a really good monitor too.

OP said it’s a Syncmaster 153V, the highest refresh it supports is 75hz at the shown resolution
CRT monitors have amazing response time and sometimes they can run really high refresh rates as well
