It is mentioned that Jackie had a dwarf shark that he stole from a corpo elite, so it’s more likely that fish are just far too rare and expensive to the average NC resident to attain.
Pretty sure this is a nod to Do Androids Dream of Electric Sheep where there’s an entire plot point about taking care of fake animals. Won’t spoil that if you’ve not read the book. But it’s referenced lightly in Blade Runner when Deckard asks if the owl is real.
