This card is “boiled”. It looks like a gpu card that ran 24/7 for mining ETH. Then the owner decided to sell it, after the card was re-balled.

Yup. Best guess is that its affecting the power delivery, which is why the GPU is fine when it is only sipping minimal power, but utterly crashes when you start up a game and hits maximum clock despite the power delivery not keeping up.
Its possible a repair shop could find the offending solder connection, but even if they fix that one, chances are the next one will fail in the foreseeable future anyway and youll be a repeat customer. Probably not worth it in the long run.

Before anything else, take a toothbrush and at least 95% alcohol and clean everything, wait for it to dry a little and start again.

To my eyes it more resembles that nasty coating you can get on things if you let them stay in a room where someone smokes a lot, the colour is a bit too light to resemble rust, i might be wrong ofc but it really doesnt look like rust

The orange stuff looks like residual flux, nothing really to worry about as this is likely no-clean flux which doesn’t have to be removed. It likely can be easily cleaned off with a Q-TIP and isopropyl alcohol. I am more worried about the grey solder residue in the bottom right and top left of the first picture, thats solder paste which very much should not be on this PCB which lets me very much believe that the previous owner tried to reflow the card. Potentially they made it “work” again for a short period of time this way, enough to sell it off to you. I think you got scammed.

That’s flux babe, solder joints are tin, they don’t rust. Somebody probably tried repairing this GPU. This is the residual burnt flux.

Its flux not rust, the pads are have an gold ENIG coating, I design PCB’s. Take something like a tooth pick and apply pressure I bet it will just crack and scrape off.

I could be wrong but I don’t know any solder that rusts like that. Lead-free solder kinda just turns dull, but idk about leaded solder.
To me, it looks more like flux residue, which is commonly used when soldering to either help parts stay in place during soldering or it also helps the solder itself “stick” or flow to make connections better.
Best guess I have is that this is a reconditioned card of some nature and the person who reconditioned it just absolutely slathered it in flux as if it were a rib being covered in BBQ before reflowing the solder.

Shit bro, i just did a re-paste (first time) on a 3070 (bought used) for my brother. I think i got lucky that i was the first one to open it.
I see that you mentioned you are in the UK… Do you know of anyone or anywhere over there that can “rebuild” your card? Need to find somebody who knows how to use a fluke meter and knows how to solder. Or you could buy a fluke meter and a soldering kit and learn how to do it, Good skill to learn if you have the extra time If not I totally get it it’s definitely time consuming.
If you were in the States I’d hook you up or message you and let you know about a few guys that I know that could probably repair it.
