Definitely not.
No. Portland attempts to help the lower class; albeit it has unique issues with the recent legalization or decriminalization of drugs without building out the welfare systems in place for the reaction.
Los Angeles would be a closer approximation of the cyberpunk genre. Or South Africa since a lot of cyberpunk was influenced by the Apartheid system.
But Portland is a rather progressive city with lots of welfare systems in place compared to other US cities
