You can romance Panam as a female V with a mod or console command. The voice lines for it are there, unlike Kerry. If you use a command to romance him as a woman, the voice lines switch to male V. This tells me that they never meant for you to romance Kerry as a woman but, at one point in development, seeing as the voice lines exist, you could romance Panam as a woman.

I was so upset when I found out you couldn’t romance Panama as a female V. I always play as female and love my V despite being a male irl. I felt no connection with Judy at all but I was crushing on Panam hard. 😂
