As far as I know, robots in Cyberpunk are property, tools, not individuals. So robot cannot be mercenary same as a assault rifle cannot be mercenary.
You’re assuming it’s not a proxy.
It’s likely a netrunner proxy. Actual AIs tend to either take over human bodies or use a more lifelike android body to avoid arousing suspicion.
