To be fair, the directors are pretty open about being influenced by Blade Runner.
(EDIT: Also, I should add, the directors are most famous for co-creating Max Headroom — and Dennis Hopper’s King Koopa bears more than a passing resemblance to that character.)

It’s always been Cyberpunk. It’s by the creators of Max Headroom. There’s a whole story that they spoke of in an interview, that they wanted to make a cyberpunk movie, and then leave the industry for good. Nintendo were shopping around for someone to make a Mario movie, and everyone was turning them down, until it was offered to those two, with the promise that if they made this movie, the studio would let them make their “last” cyberpunk movie.
Seeing what they had to work with, they knew that they’d never work again, regardless of a promise or contract, if they did the Mario movie, so they said fuck it, accepted it, and made the cyberpunk movie they’d wanted to make, with a Mario twist to it, and most of the people involved (writers and directors) haven’t worked on very much since.
