Probably where they got the name, actually.
A lot of characters’ names are obscure in-jokes. For example, Adam Smasher is a Johnny Bravo expy, which is why he also has a nuke pun for a name;
Johnny Bravo -> Castle Bravo test
Adam Smasher -> Atom Smasher -> Westinghouse Atom Smasher, one of the first nuclear test reactors from the 1930s.
Alternatively, “Atom Smashers” was a nickname for certain ABM programs, including the proposed successor to Sentinel which would use high-altitude low-yield nukes to hard-kill incoming ICBMs in terminal guidance.
Maybe it’s as simple as stated. “Error-correcting measure”. Solomon Reed is there to help correct the error that So Mi became for the NUSA
