While in the US you’re not obligated to return the merchandise, if it was purchased from a small business, I would in a heartbeat.
However, if this was purchased from a place like Amazon, they don’t even really have a scalable business process flow for cases like this. I’ve heard stories of others being told to just keep the excess items.
Keep a few for personal PCs, laptops, game systems, external drives, give some to friends. See if there’s any local tech literacy charities that could use a few. Sell the rest on eBay. Take your parents out to dinner. Bank the rest of the proceeds.

Tell your friend to save up for a mini AMD or Intel pc, one of Those pocket sized ones and his own personal NAS, Network Assisted Storage. You and your bro could have a shit ton of sharable storage space for all your games, shared pictures/art etc. There’s plenty of YouTube tutorials on setting them up.
