He's nowhere to be seen in Tag Der Toten but in blood of the dead Richthofen tells Nikolai that he must keep his soul. "It will be needed to defeat Dr Monty".

Later Samantha says they are going to fight the great war and then go to the house and kill "him" (Monty?)

I'm aware that bo4 had a lot of cut content and didn't really have much time but this could have been interesting

    Black ops 4 had it’s budget slashed midway through the dlc season, and I suspect that’s a huge reason why they couldn’t hire Malcolm Mcdowell again. Not having any dialogue for the main antagonist is so bizarre, and I doubt it was an intentional choice.

    He almost certainly was. He was built up to be the villain for awhile, and Reels in AO and Tag say he forces the cycle to continue because he’s afraid of what will happen if the crews succeed in dealing with 115 and all that shit, so it would make no sense if they never intended to have him fight the crews/be a much bigger obstacle. Theres zero chance the plan was to not have him show up at all post AO except for like one second in the Tag ending cutscene.

    Technically he wasn’t wrong. By not going to secure Ultimis Nikolai’s soul, Primis diverges from their intended course, and thus none of the souls are sent to the House. Without that, Monty can’t exactly keep tabs on them, otherwise he would’ve stopped them dead before they got to Groom Lake and teamed up with the future Ultimis.

    Richtofen also made a point in appointing Nikolai as the leader by highlighting his importance. That way, he can push on all the burdens of the Kronorium. Hence why Nikolai had to be the one to make the tough decision that Richtofen couldn’t.

    Well yes, the child who just witnessed a primordial God maul her father would understandably be angry and would want to kill him. And based on what she knows of the Great War, that would be what she thinks is going to happen. But that doesn’t indicate anything.
