The COD Wiki states that this unsolved Gorod Krovi cipher is a Vigenere cipher, see: https://callofduty.fandom.com/wiki/Gorod_Krovi/Ciphers_and_Scrap_Papers
I believe this to be untrue…
I have tested this cipher under the assumption that the “U” and “L” corresponds to a capital A, I… or even the slim chance of a capital M for Maxis/Monty or S for Sophia/Shadowman.
Using a mixture of modular arithmetic, brute force attempts and 2-letter / 3-letter word listings, I have proven that key lengths up to 30 characters don’t yield tangible outputs.
It is worth noting that a problem with Vigenere ciphers is the larger the key length, the easier it is to “make up” a plaintext result, just by inputting a series of key characters to fit a desired output. That is why I don’t believe it to be worth testing key lengths > 30.
The question now is… what cipher method has been used? It is clear to see that the cipher method preserves punctuation and the capitalisation of letters.
Let me know your thoughts of what cipher method could be used instead.
Good luck cracking!

I’m glad these ciphers are still being worked on. I believe this community will one day leave no stone unturned from previous games.
The cipher IS unsolved so obviously what type of cipher it is is also unsolved. Remember that wiki is not an official source and it’s written by fans
