I mean, I’m sure we all go out of our way to kill Scavs even when they’re being non-hostile. Reasons are obvious.
Besides the Scavs, for me it’s Maelstrom. Pretty sure they’re a cult trying to bring about an AI apocalypse. Also, their habit of kidnapping random people and disfiguring them with random chrome until they go insane, makes them more enticing targets.
I tend to avoid taking on the Tinos. Multiple reasons why. My V grew up around them, Jackie was a member and still respected them, I like their origin story. Even when they become hostile I try to dispatch them non-lethally.

Pretty sure Maelstrom are also just Scavs, same for Raffen Shiv. All the other ones can at least be reasoned with to some degree. But I also haven’t met a Tyger Claw that wasn’t absolute scum.

I mostly only do melee blunt attacks on Valentino’s, and tried to avoid killing them. But eventually they’re a gang just like anyone else and I’ll attack them to just for the fun of it, since my V is slowly turning into a high powered psychpath.
Maelstorm because they’re just nerd scavs. Tiger Claws because I love stealing their bikes.
In truth if you have an yellow arrow and my V sees you, it’s over.

Scavs and Maelstrom are kill on sight for me. No survivors. I try not to kill the Mox, but I come across hostile members so infrequently it almost never matters. Same goes with the Aldecaldos, I would never kill Panam’s friends.
All the gangs. All of them. Loot em later and finish those still twitching. Their hostages too. They just shouldnt have been there to begin with.

It is Valentinos, Mox and Aldecaldos. So really only one gang you can fight.
Maelstrom because they torture people for fun.
Scavs because they torture people for money.
Voodoo Boys because they’re a treacherous doomsday cult trying to sell out humanity for a slim chance they don’t die in the process.
If they’ve got stars, I attack. If they’re wanted for murder, I kill. If they’re really awful, suicide quickhack

V gradually added to his list, with this. First it was the Scavs. Then it was Maelstrom, because of what they did to those monks. Then it was the Tyger Claws, because of what they did to Evelyn. Then the Voodoo Boys, same reason. Then also Wraiths, because of the Aldecaldos. Finally also 6th Street, because of that mission where they’re looking for a guy who betrayed them (fine) but they killed all the sex workers at the stupid party he threw.
So, uh, not the Valentinos or the Mox.

I get creeped out and hate body horror stuff. When I did that quest where>! they force cyberware into the Buddhist monk,!< I never forgave them. They all die now, even the ones that can potentially help you.

Bonus opinion: I don’t have a problem with the VDB, and I hold Evelyn just as responsible as Dex for the job going south.
