What are you playing on?
Make sure that HDD mode is off and that crowd density is set to high. If it still is dead, you can use mods to make it very very crowded (trafic jam etc.)

are you running on hdd? that happened to me
as far as i remember, npc/vehicles dont spawn on this bridge. not sure why exactly, but I think its been the case since launch
