
So I've had this undervolt running stable for months now, and now that I am on the 0x129 microcode I feel like I can finally rest easier, as well as flex these results a bit.
I have all the bells and whistles like hyperthreading turned on. No feature turned off except for cep, btw.

I know nothing super fancy is going on here with the actual undervolt itself, I'm just very pleased how cool it's running. I see so many people posting their 13900ks thermal throttling wth 360mm aios and here's mine casually doing this in cinebench with a 240mm. Pretty cool. So yeah I would say you don't necessarily need such an expensive large aio if you don't want it with a 13900k.
What do y'all think?

I think this comes down to pure luck / silicon lottery. Or production lottery.
My 14900KF runs insanely hot, I cannot reach the 253 Watt limit because it would thermal throttle before reaching this point. And that is with a 360mm AIO and a Thermalright contact frame.
You seemed to have ceiled on on 185 Watt package power though, so not sure what your limiting factor is. You should’ve scored around 37-39k. Clearly it was not temps and not the power limit. Did you maybe set any other limits?
HWiNFO does actually also show the throttle / limit reasons.
Personally, I was able to go up to 38000+x points in CBr23 despite my hot CPU, by undervolting it a whooping -0.140v with LLC 5, AC/DC 36/36 (which seems to be stable so far, still in the testing process), and setting the thermal limit to 90°C instead of 100°C.
